Sebanyak 63 peserta dari rumah sakit negeri dan swasta serta puskemas dari seluruh Indonesia mengikuti Lokakarya Peningkatan Mutu Pelayanan Publik melalui Penerapan Pola Pengelolaan Keuangan Badan Layanan Umum Daerah\u00a0(PPK-BLUD) yang digelar oleh Fakultas Ekonomi dan Bisnis Universitas Sebelas Maret (FEB UNS).<\/p>\n

Prof. Drs. Djoko Suhardjanto, M.Com.(Hons).Ph.D.,Ak, Dekan FEB UNS dalam sambutannya mengatakan PPK BLUD kini menjadi sebuah sistem yang ingin diterapkan oleh banyak unit kerja. Alasan utamanya adalah fleksibilitas dalam pengelolaan keuangan\u00a0 yang berbeda dari keuangan daerah. Banyak unit kerja di beberapa daerah yang hendak menerapkan PPK BLUD tapi tidak tahu apa manfaatnya dan kenapa harus diterapkan sistem tersebut.<\/p>\n

Terbitnya Permendagri no 79 tahun 2018 sebagai pengganti Permendagri 61 tahun 2007 adalah upaya untuk lebih meningkatkan kinerja BLUD baik berkaitan dengan tata kelola, pelayanan, perencanaan dan pelaksanaan anggaran serta pelaporan dan pertanggungjawaban. Permendagri ini telah merubah paradigma pengelolaan dari pengelolaan yang tadinya statis menjadi fleksibel, dari birokratis menjadi lebih leluasa.<\/p>\n

Kebijakan penerapan BLUD disebutkan pada Permendagri 79 tahun 2018 pasal 31 bahwa penerapan BLUD diutamakan untuk pelayanan kesehatan yaitu RSUD, puskesmas, dan balkesmas.<\/p>\n

\u201cKendala yang dirasakan puskesmas dalam memberikan layanan sebelum menerapkan BLUD adalah terkait dengan pengelolaan keuangan, penyediaan sarana dan prasarana, SDM dll. Oleh karena itu, BLUD memiliki konsep dasar adanya fleksibilitas dalam pengelolaan keuangannya. Sehingga dengan pengelolaan keuangan yang mandiri, akan menghasilkan meningkatnya pelayanan dan efisiensi anggaran\u201d ungkapnya.<\/p>\n

Selanjutnya dikatakan, seringkali terjadi ketakutan di daerah untuk menerapkan fleksibilitas dalam penganggaran, misalnya penerapan ambang batas, menggeser anggaran, tidak merinci anggaran berdasarkan rincian objek, Dalam pengadaan barang dan jasa masih menerapkan mekanisme yang ribet, ketakutan untuk perekrutan tenaga non ASN dan sebagainya.<\/p>\n

Dari kondisi-kondisi inilah yang melatarbelakangi FEB untuk menginisiasi terselenggaranya \u00a0Lokakarya Peningkatan Mutu Pelayanan Publik melalui PPK-BLUD. Harapannya, kegiatan ini mampu memberikan sumbangan pengetahuan yang lebih khususnya bagi peningkatan kinerja dan \u00a0pelayanan kesehatan, baik di rumah sakit ataupun puskesmas.<\/p>\n

Lokakarya digelar selama 2 hari, dari tanggal 8 hingga 9 April 2021 di Solo Paragon Hotel dengan menghadirkan 3 narasumber yakni\u00a0 R. Wisnu Saputro (Kepala Seksi BLUD Wil.2, Subdit BLUD, Direktorat BUMD, BLUD dan BMD, Ditjen Bina Keuda, Kementerian Dalam Negeri); Drs. Syahrudin Hamzah, SE., MM (Ex Wadir Keuangan RSUD dr. Moewardi Prov Jateng, Pengurus Pusat ARSADA dan PERSI, Tim Penyusun dan Narasumber Nasional BLUD) serta Drs.
